Notes and actions from 5th July Beds Forum Meeting in Bedford:

2.                 Explanation why we need more local rail solutions: More pro-sustainable public transport choices, rail a more fixed asset.

3.                 Retail Park Station on the Bedford-Bletchley Railway with linking foot-disabled access bridge with Kempston Southfields Estate and Orchard Street Shops. Needs a volunteer please and support: Simon to phone Mulberry Bush Pub and establish a date to meet there ‘on location’ for October. Meanwhile, as soon as date notified, Richard will instigate £50 flyers for flyers and David will do Kempston systematically pending new volunteers to take it on.

4.                 East-West Rail. We do not stand in the way of a rail link east of Bedford, however our stance is ‘east of Bedford via St John’s with new-build north of Blunham and physical arms to link with the existing north-south main line at Tempsford area (north or south of Station Road. 44, 000 houses proposed to be built and lacks amenity, middle of nowhere and would blight the rail physical linkage idea, thwarting passenger and freight business and diversity. We need people to write in support of our idea and call for it to be worked up as an alternative to Northern Route E. Action: We will follow the debate. Our stance is laid out in Newsletter No. 50.

5.                 Ampthill Parkway Station: a. needs a dedicated volunteer to recruit members and support, b. someone who spends time in the area and who may be willing to do solo-on-going leafleting. Narrative established, business cases not our forte. Time is running out. Pros and cons, but would share the load with Flitwick and enable more based on sustainable transport. The AGM will discuss the narrative paper and goals should be:

a.                 court people who can do/mentor on business cases for free/voluntarily

b.                help inform a pot for more formal commissioning of studies/case making.

c.                 Keep an open mind. The moment west of Ampthill/Midland Main Line is developed, it is lost.

6.                 Stations North of Bedford: Oakley, Sharnbrook, Irchester, Wymington, Desborough, Kibworth and a local electric shuttle on the slow lines north of Bedford to offer a seamless semi-fast service between Bedford and East Midlands/Leicester. A study is needed. Local locations for stations and getting parishes on board, establishing benefits and business case, needs a delegated volunteer with mobility, access and local knowledge who supports the idea and proposition. Desborough needs to find a location for a station and would in wider sense be part of a new Bedford-Leicester shuttle on the slow lines to feed these places into principal locations and wider connections. Electrification into Leicester and beyond must be done and pushed for. Model of stations, like Wixams Ampthill and North of Bedford.

7.                 Non-rail: That pedestrian areas have segregated cycling. That traffic free spaces are made more the norm for our town centre with better enforcement against abusers? It is time to ‘level up’ town centres with out-of-town shopping areas! A circular bus shuttle linking the main Bedford Midland Railway Station with Tavistock Street, High Street, Borough Hall/Kingsway, Prebend Street, and the railway station and for Grant Palmer bus services to loop the railway station as a part of their overall journeys? Agreed, especially a circular shuttle to and from the principal Bedford Midlands Railway Station.

8.                 A new-build/new route Bedford-Northampton rail link for direct access by rail to Birmingham and vice versa to Bedford, Cambridge, and Luton? It needs a will for a way to be done. Land needs protecting with identified corridor to enable option to be retained.

9.                 Helpers for ERTA – join, offer, negotiate, and work as a part of a team and/or solo. New route north of Olney arcingly nearer or further afield needs studying and options identified and protected. This currently not happening even as new development is.

10.            Any Other Business. Richard to keep leafleting. David to do Kempston until we get reliable others and elsewhere including intermittent on-going Ampthill and Flitwick areas. This is subject to a budget.

The English Regional Transport Association (ERTA) predecessors started in Bedfordshire and is still based locally. We are aware of long standing deficits thanks to the closures of local railways and stations from the late 1950's to end-of-the-1960's. Today through choice, culture and habit are locked into car reliance and every new home of a semi/detached design, tends to have 2.5 cars per average. 
This adds up to increasing volumes of traffic and land used for parking accommodation is land that cannot be used for housing, employment or farming for example. At what point do we need to rethink our transport and do what we may to give more modal choices to more people? Examples are walking, cycling, bus and rail access and affordability? There's a cost if we do and do not. On the one hand congestion produces pollution, waste of time and money and diminishes places notorious for delay, and on the other, switching to cleaner-greener methods costs and who blinks first? https://www.theguardian.com/environment/2023/jun/21/air-pollution-aged-hospital-covid-patients-by-10-years-study-shows

In the past local schemes have been tried at varying places, but national government has a role to take best practise and make it available to all. The post retirement bus concessionary pass was a good idea, has saved bus usership. So why not extend to under 65's who also need to both save money and have better mobility access? 
Likewise, the gap of 20 miles north of Bedford Midland needs a station or more to fill that gap and reduce the burden of driving and finding parking at the oversubscribed Bedford Midland Station. In Central Beds, you have to the east the debacle of East-West Rail unfolding. 
ERTA has made its position known, that whilst we won't stand in the way of a rail link to Cambridge/East Anglia, we'd prefer east of Bedford via St John's and a new-build to the north-south main line for direct linkage and optimal market reach in the Tempsford area. We don't think 44, 000 houses in the middle of nowhere without social infrastructure and services is a good idea and ability get on a train at Biggleswade or Sandy and travel direct without changing to Bedford and the Oxford corridor and that footfall vice versa, would be far more likely to attract usership, than a segregated station north of Tempsford requiring changing trains and the delay of waiting a connection east or west. It feels like the end-to-end push with development quotas for dumping unwanted housing, is the main consideration and seems insensitive to local contextualising? 
At the west of Central Beds, you have buses via Cranfield. No. 41 to Northampton now bi-hourly and still after 6 months we are told the Bedford-Bletchley rail service commences in the autumn, a shocking delay which was unheard of under BR surely? To the south of the Marston Vale we want a study and land protected into what role and case for an Ampthill Parkway Station, which apart from the name, could relieve congested Flitwick and serve a wider area than just Ampthill. We need your support and table forums to bring people together.
South of Central Beds, you have the non-railed South Beds Corridor. Sadly it has gone to Guided Busways, so any new-build rail link, beit Light Rail or conventional to link Luton with Milton Keynes for example; would require new-build and a new corridor to be identified. Some demolition and pain would be necessary, but the gains have to be balanced with status quo locked-in congestion.
Whether 3 Unitary Councils, relatively small compared to our neighbours or a new Bedfordshire County Council with Unitary status would be better for a county-wide coordinated approach would be better, remains to be seen. Not more for less, but what is needed and how to best service that, the people and their communities.

Greetings. The turbulent Local Elections and shadow forming of a General Election make it a volatile and time of uncertainty. One lesson the Nottingham-Mansfield rail reopening campaign brought home, was the need for resilience and to have an 'all weather-proof' approach, that no matter who is in power, we carry on regardless to try and advance our causes and constructively seek to work with any who are genuinely on-side or going our way.

ERTA has its nationwide arm, which increasingly is whittled down to Northampton-Bedford and Market Harborough respectively, Guildford-Horsham local rail reopening and Bedford and Shire strategic better public transport awareness and promotion.

East-West plays heavily with much posturing. I've been involved at least 35+ years and we started from nothing, 1997 confirmed our rail route, but dividedness meant it was long grassed. Our amended route from 2019 has failed to court the support it needs.

That defaults to the existing tabled route Northern Route E, for better or worse. Plan B must default to our preferred route and 'make it work'. Pitting concerns of clipping the edge of Priory Park for a railway, contrast 65 houses and disturbance to North Bedfordshire seems a strange morality as fauna and flora can coexist with a railway better than 24x7 road expansion plans. Noise can be abated by noise barriers, mostly wooded and I am sure wildlife adaptedness could be design features on our route through 'sensitive' areas. 

Our route does not require 65* houses or indeed any as yet to be proven/disproven due to a lack of study. Bird Sanctuaries and cycle paths can be redirected or with new bridges, run alongside a railway with suitable fencing. The Office for Road and Rail (ORR) needs lobbying for a 'special dispensation' for either bridging or level crossing at Cardington Road and at Priory entrances and further out at the Willington-Great Barford-Blunham Roads. Apart from that it is embankment and bridging. Funny it can all be done for Northern Route E, whereas our route is presented as more 'problematic'?

My conviction is apart from East-West Rail... There are loads of other public transport issues to address. We need stations north of Bedford with a seamless Bedford-Leicester local rail service bringing stations including Desborough onto the rail network. Bedford-Bletchley, what a disgrace no trains for 6 months and no support for a station for serving the Retail Park Kempston when the local line a. needs patronage when running and b. the Retail Park itself is constrained to provide enough parking and layout-wise is a pedestrian access nightmare to say nothing of crossing the road from the bus stop to access M&S FoodHall, clearly all for the car with associated congestion? 

Good news we have a bi-hourly No. 41 bus to Olney and Northampton reinstated, but end-to-end journey duration needs reform with local feeders to a core end-to-end service speeded up and also across the public transport spectrum that of a. cost of living to affordability of cost to use for people beit low income or families, b. frequency and access and when does public service become mere fiscal consideration over use potential 'being there' for people? No 53 Sunday service cut, used to bring in Hillgrounds to places and take people to leisure and church for example.

Our updated flyer is attached and we welcome people to join, support and engage with our agenda and insert others conducive to it along pro-modal switch lines. There's loads of cycle and road lobbies, but pedestrian, rail and bus and inclusivity still remains. Public transport must be affordable and sad reality is anyone on or below £20, 000 p.a. to £zero brackets will struggle. Costs of car ownership, insurance, service and maintenance is high and so from economic and environmental considerations making public transport fill the gaps and lure people to it, is a goal worth having.

*From above: whatever the precise number of properties is irrelevant, what strikes me is that the original Bedford-Sandy route would have courted less! Yet Councils, to avoid risk and cost implications, said a. no case and b. blockages preclude study which means c. case cannot be established! All disproven, but an inconsistency of pursuit with others means development pressure abound, costs rise and still no railway but expanded roads with growing traffic as the current trend? How 'green' is that?!

Suffice to say, Black Cat Roundabout, Great River Ouse remain significant obstacles and arms linking the physical north-south main line at Tempsford would be more optimal than a segregated railway with two-tier stations and 300 houses in the middle of nowhere? If I can get on a train at St Neots and travel direct to Bedford in 15 minutes, I am more likely to try train, than 35 minutes bus and traffic unless cost makes it worth it or travel from St Neots to Tempsford, change, walk to another platform and await a train from Cambridge, which would add to cost and time?

Support a better public transport and environmental deal for Bedford!
 
Ø    A proper railway station on the Bedford-Bletchley Railway to serve the Retail Park and wider Kempston area? Bring back our trains and retain local stations. Please volunteer.
 
Ø    The East-West Rail Link go via the old route (St John’s) and eastwards avoiding knocking down houses. Llangollen Petition and other Wales and Borders Issues

Yes, unfortunately the Welsh Government have rejected my Senedd petition, they strangely say it's not something's they deal with. This bewilders me since they accepted this petition to re-connect the North and South Wales rail link: 

But it's not all bad since we still have the original petitions to rely on, so we'll need to keep on building up the support via those petitions.

Your right, it's best to email the local councils and try and get Railfuture and other media outlets to give coverage and support for the principal idea so I will e-mail them the petitions so that they will hopefully give us their support. Thank you for your support.

Support and Fund Mainline links to Llangollen Railway to Connect it to Ruabon and Bala

With Corwen Railway station now open, the next step for Llangollen Railway is for it to become a Community Railway Partnership line, and to then integrate it as soon as possible with an externally reinstated rail link over the 5 mile disused route eastwards through Trevor back to the mainline network at Ruabon. Then later to reinstate the 10 miles of line west from Corwen to Bala and onwards for a further 25 miles through Trawsfynydd to connect it to the Conwy Valley Line at Blaenau Ffestiniog.

Two areas of trackbed are now at imminent risk of being blocked off: these are the site of the former Acrefair Station, where a housing estate is planned to be built across and along the railway land (See details on pages 41-52 of this file: https://cl-assets.public-i.tv/wrexham/document/DC_Report_6_March_2017_Final.pdf), and just east of Llangollen Station where there is ‘The Four Great Highways’ scheme (https://www.denbighshire.gov.uk/en/community-and-living/community-development/levelling-up-fund/four-great-highways/four-great-highways.aspx) which plans to build landscaping and footpaths across and along the railway route. 

These could be avoided if Wrexham CBC and Denbighshire CC protect a 6-metre wide strip of land in their areas to allow for a railway reinstatement between Llangollen and Ruabon. Other portions of the route are generally clear to reinstate with relatively straightforward construction works and no obstacles that pose showstoppers to making the vision become reality.

Feel free to pass on. Venue may change if we get a glut of people.  We are nationwide in scope and aspiration, but are only as good as our members inform. Bristol Forum agenda attached. On the West Wales direct rail link, inclusive of Carmarthern to Aberystwyth, it would enable all-year-round access by rail, footfall and spend, sustainable transport options, possibly more freight by rail, more economic rails as feeding each other's networks and much more unforeseen gains. 

Yes, some houses need relocating and that is a difficult process, but they should never have been allowed to be built on a strategic railway course and at Aberystwyth, the example of whether a study could seek a new alignment or follow the old course would lend itself to see what new options could reasonably be done for example. 

Lampeter is a key settlement with St David's University and regeneration without land use for endless parking. Government gets a rail professional to suggest upgrades to the A487 whilst suggesting 'no business case' for reopening the local rail link linking similar end-to-end places! It is a choice and need pro-active engagement pro-affirma to a rail-based solution.

Press Release ERTA is concerned over the future of the Bedford-Bletchley shuttle train service 02-06-2023

We want halts lengthened with foot/disabled access bridge and the local shuttle to be rail-based and resumed as soon as possible. We want a freight plan to get more lorries off local roads and sensitive working to ensure smaller communities like Aspley Guise and opportunities like a new station to serve the Retail Park and Kempston Town with connecting footbridge are thoroughly explored not rejected without being studied first.

ERTA is concerned over the future of the Bedford-Bletchley shuttle train service
ERTA is ‘concerned’ of the long absence of regular local, shuttle passenger services linking Bedford, Bletchley, and the many local community small stations ‘halts’ in between. Likewise, we want assurances from the Department for Transport, East-West Rail Company, Local Councils and any other agency involved, that these smaller stations will be retained with the shuttle rail service? We are concerned that replacing level crossings with bridges and possible merging some stations like Stewartby and Kempston Hardwick, may and put the new station wrong side of Stewartby for easy access to Kimberley College, which was a good user of the local train service. New houses may use the rail service, but depending on what type, may not guarantee daily usage to compensate any losses of relocating. ERTA would like these stations lengthened with disable access/footbridges and to ensure road access to Forders Sidings is not curtailed if an intrusive bridge is built. ERTA is alerting the public now and wants clarification to know what the settlement will be.

ERTA spokesperson said “We want this local and strategic cross-country rail link to be rail-based and taken seriously. It is vital for outlying communities and ideally needs a plan and investment inclusive of Sunday services. It links Bedford and associated links with south Milton Keynes and should be extended to Milton Keynes Central Station to give more options.”

ERTA Northern Thrust: Sheffield Calling!

Dear All,
Please can you talk together and sort or source people to get photos of the 'now' Woodhead rail route esp. the Woodhead Tunnels and adjacent road A628 being 'busy'. Really need feedback, not just criticism but other sources. I attach what is done more or less so far. But I need a team effort please before we can finish and put it out. All offers to help gratefully welcomed.

To briefly sum up, I updated on progress of Don Valley Railway.

-The outline strategic business case for the bid to the Restoring Your Railways fund has been approved and we are awaiting further news on the Strategic Business Case Bid.

-At the same time the Barrow Hill Line RYR bid is further on and the Strategic Business Case is being developed.

-There are discussions on the potential of combining the two projects and in some way looking at aspirations to maximise and optimise rail capacity into Sheffield by reopening Sheffield Victoria as a second rail hub.

-I also set out the potential of creating a 4train /hour cross city rapid transit corridor between Wadsley Bridge and Woodhouse to match tram to Brighton aspirations expressed by Clive Betts MP. This would be created by extending 1/2 hrly Chesterfield - Sheffield (via Barrow Hill) to Chesterfield and a 1/2hrly Stocksbridge/Deepcar service towards Worksop improving frequency by avoiding the constraints of nunnery main line junction.

-I also pointed out that moving other services to Victoria from Midland could assist in delivering more Sheffield City Centre Capacity and significantly increase the number of hourly destinations accessible by direct train services.

- Moving Lincoln and Gainsborough Central services creating 2 express and 2 stopping services to Worksop every hour could improve this service to that currently offered between Sheffield and Barnsley. Service on this corridor could be created by extending the Robin Hood Line service creating direct services from Mansfield etc to Sheffield.

-The Kirton Lindsay line services could be deparliamentrified and go to Barton on Humber (in line with another RYR bid) as well as Cleethorpes.

If Barrow Hill line trains are extended to Nottingham diverted via Trent Valley calling at Alfreton, Langley Mill, Ilkeston, Attenborough and Beeston it may be possible to upgrade the all-purpose service to an Intercity style fast supplemented by a stopping service.

-If the Sheffield - Leeds via Dearne stopper is diverted to Victoria and supplemented by a deparliamentrified Sheffield to York via pontefract hourly service this may allow a 2/hr Nottingham to Leeds and Bradford service achieving Northern Powerhouse Rail frequency aspirations with slight timetable adjustments to Nottingham-Liverpool & Cross Country services.

Regarding Woodhead route beyond Deepcar, SYMCA are keen to develop the link to Penistone, though I personally have doubts over its viability compared with other options favouring options via Barnsley to serve other west West Yorkshire destinations.

SYMCA are dismissive of reaching Manchester despite uncertainties of benefit of Hope Valley Line up grade.
Therefore I now categorise Woodhead along with Matlock Buxton aspirations as not in my lifetime.

On Saturday 20th May I attended the ERTA Sheffield meeting being held at the Benjamin Huntsman which is a Wetherspoons pub and there were 5 people there - our members David Ferguson and Christopher Hyomes, plus Stephen Chaytow (MEMRAP) and Chris Bell (Don Valley Railway). The following items were discussed:

·                    MEMRAP (Buxton/Chinley - Matlock) - There is expected to be an increase in aggregate production which is being planned.

·         Buxton will be connected to Chinley via a freight-only line using a Very Light Railway (similar to what is proposed for Coventry).

·          Ambergate North curve is being proposed, linking the Matlock branch and the line to Sheffield.

·          Don Valley Railway - Outline Strategic Business case. Hopefully this will become a Full Business case and then the Department of Transport.

·          Barrow Hill Railway - That is a freight-only line from Chesterfield to Woodhouse, and there is now a Full Business case.

·         Woodhead - There is at present a shortage of construction workers.

We also discussed the re-opening of the Doncaster - Knottingley railway line (freight-only line) including the re-opening of Askern Station. Notes by Chris Hyomes and Simon Barber.

Please can you head hunt to find someone willing to take photos of the former Woodhead trackbed - not more than half a dozen or so, Then I can finish my report. Then I can market it on-line and add a bit of weight to the debate on Woodhead rebuild itself.
I can't go there for many reasons, but we need photos asap to pep up the report and for me to use on social media of a 'now' railway, not past glories.

If anyone is willing to help, please let me know.

As a southerner I have to tread carefully, but feel a. there's a rivalry between Leeds and Sheffield and east-west of Pennines; b. there's a diversity of views which means translates to varied agendas which then gets interpreted as 'not knowing exactly the definitive answer' so we get fudge of agencies courting high salaries, trading reports and organising conferences, but absence is spades on the ground as far as reopenings/rebuilds are concerned. Correct me if wrong, but that is my impression. It may also be elsewhere around Britain too, but with limited resources, we can but reach out via the forums, people can use them to introduce new-comers to ERTA, join and volunteer to be either area reps or general helpers where they live. The more we grow, the more we can aspire to do and better. That is how it works, delegated responsibility and leadership from the
EC in prioritising.

We do not wish to be like some organisations who plum for popularism and never get to the Haverhill's and Circencesters' of this world as they don't believe in them, we can aspire to try and raise the game across a wide spectrum and be inclusive. In the 1980's I was told by a Labour MP that Robin Hood Bay line linking Scarborough and Whitby was too far gone and no demand, yet now we see renewed interest and probably desecrated by development as per north of Ripon to Northallerton? We need teams who get in there, make the case and oppose blight/foster reworking to ensure a rail can be got through.
Thoughts?

On the one hand HS2/3 offers principal place to principal place and nothing in between. So driving to a principal place to catch a long distance speed train is probable and/or existing rail commute and change? But what about interim places of places where existing rails and/or criss-cross rail links don't exist anymore? I am not saying 'reopen everything' even as some give that impression, but neither am I saying throw the baby out with the bathwater either and reject everything and swallow Beeching era negativity whole.
